FCC RECEIVES NOTICE OF SMS/800 PROBLEMS

Washington, DC February 15, 2000 (ICB TOLL FREE NEWS) On Monday February
14, Megan Campbell, ATIS General Counsel, announced that the SNAC letter
regarding Issue 1566 - SMS/800 System Constraints (see ICB articles SMS/800
DEGRADATION REPORTED, HELP SOUGHT FROM FCC
and SNAC FIGHTING FOR SMS/800 SYSTEM IMPROVEMENT, was delivered to the
FCC on February 14.

It is controversial, pitting the SMS/800 customers (ie, RespOrgs) against
the SMS Management Team, and notes in part, "The current SMS/800
responsibility structure does not provide for end-to-end accountability for
toll free record processing ... There is no single entity to ensure that the
need of Toll-Free Customers to have number records updated, through their
chosen RespOrgs, is accomplished in a consistently timely manner... there
are many complex regulatory issues outside of the SNAC's control... The
Committee now believes that some fundamental changes are needed..."
Over the past two weeks the SNAC committee had formally complained to OFB
leadership of SMT (SBC, Bell Atlantic, US West and Bell South) companies'
efforts to block their complaints. The letter had been stuck at the CLC
(Carrier Liaison Committee) level with constant revisions and due-process
requests. Telcordia also suggested the problem could have been handled
within the CLC, even though the issue is over two years old with no
resolution in sight.
In response to SMT complaints that the letter was delivered to the FCC sans
sufficient due process, it was noted that the CLC Chair and Vice Chair
approved the correspondence (pursuant to the CLC Principles and Procedures,
Section 8.2) for distribution on Friday (February 11, 2000) and a note to
that effect was sent to the full CLC on February 14.
