866/855 DELAYED

New York, NY March 10, 2000 (ICB TOLL FREE NEWS) After a third argumentative conference call this week, the SNAC today finally reached consensus that the 866/855 code openings will be delayed from their April 1 and April 8 dates, respectively, in order to give the SMT time to revamp the SMS/800 database.

The essence of the revamp outcome requested, is that parallel processing of non-duplicate requests may continue, but duplicate requests for the same number should not be processed in reverse order of first in (to the IMS) first out (to Reservation). The Service Management Team (SMT) bristled throughout, contended its system meets the "spirit" of its tariff and of the FCC's first come first serve rules. Before abruptly leaving the call it challenged SNAC by specifying it would require input from all RespOrgs, not just those who are SNAC members, in the development of a solution they repeated feel addresses a non-problem.

Dialup and GUI users challenged MGI users that if insistent on "true" first come first serve, the fairness (or lack thereof) of MGI volume SMS access should again be revisited.

CLECs that originally objected to the delay reversed their positions, on the condition that a firm time frame be established whether the database was revamped in time or not. GTE, however, remained firm in its objection.

A letter to advise the FCC of SNAC's decision is due for SNAC review next week.
