WELCOME CANDOR FROM GOVT OFFICIAL OPENS ICANN MEETING

Marina del Rey, CA November 13, 2001 (ICB TOLL FREE NEWS) At a press conference on November 8th ICANN CEO Stuart Lynn announced that "an important government official from a foreign country" would give the welcoming address at this week's ICANN meeting on security issues.

As promised, Senior Vice-Minister Kenji Kosaka of Japan's Ministry for Public Management, Home Affairs, Posts and Telecommunications opened this morning's session in Marina del Rey, speaking on "A Secure and Stable Internet: No Time To Wait.

Mr. Kosaka is a top Japanese telecommunications official and a member of that nation's House of Representatives who is considered its leading IT policy expert.

He opened his presentation by admonishing ICANN for coming late to the security party, telling the assembled engineers, internet industry leaders, politicians and technocrats that he was present because "I was unpleasantly surprised to learn that ICANN decided to hold a meeting focused on the security of the internet, only after the tragic events of September 11."

Unfortunately his speech quickly slid into the usual platitudes, toward the end even tying ICANN's contributions to the internet, to the safety of the 21st century social infrastructure - a frightening proposition.

Kosaka closed surrealistically with "Long live the Internet, Long live ICANN!"

But the point was made. Thank you, Senior Vice-Minister Kosaka.
