INC QUIETLY TAKES OVER 800 GUIDELINES OVERSIGHT

New York, NY October 15, 1999 (ICB TOLL FREE NEWS) In July '99, rapid depletion of toll free numbers hit the Industry Numbering Committee (INC) radar screen. (see INC EYES TOLL FREE NUMBER USE, http://icbtollfree.com/subprem/scenes-5.html )

In a Numbering Plan Area (NPA) Workshop meeting held on July 12th, it was suggested that the SNAC be asked to provide information regarding what the usage of these codes has been and why so many have been used. The NPA Workshop also asked that the OBF be questioned as to whether there are auditing guidelines for toll-free codes.

As a result, Shawn Murphy, INC moderator, wrote to Gwendolyn Shaw, OBF moderator, "It is the perception of the INC membership that the toll free resource is being released and depleted at a rapid rate ... INC would like information as to whether audit provisions exist in the current Industry Guidelines for Toll Free Number Administration, and, if

so, whether any have been scheduled or performed to ensure compliance with the existing Industry Guidelines for Toll Free Number Administration."

Meanwhile, INC formed a new Workshop: the INC Audit Workshop.

In TOLL FREE USAGE SPIKES, INC FORMS AUDIT COMMITTEE (see http://icbtollfree.com/subprem/scenes-8.html), we wrote, "In light of the Industry Numbering Committee's recent suggestion that toll free number usage be audited, the INC Audit Workshop's activities warrant monitoring by interested parties."

The committee is moving fast.

One of its first actions at the first Audits workshop meeting was to incorporate 800 Guidelines oversight into the INC purview by a mere word change, from "INC documents" to "Industry documents" in the Scope of Work Statement:

Mission: The INC Audit Workshop shall incorporate NANC* policy recommendations regarding audits of service providers** and NANPA/Pooling Administrator into existing INC guidelines for all applicable NANP resources. The audit workshop will also address all INC guideline-related audit process issues and responsibilities associated with audits.

Scope: The INC Audit Workshop shall review existing industry guidelines

to identify and document the specific processes, bright line tests, and procedures to be used by an auditor as the measure of compliance for either a service provider and/or NANPA/Pooling Administrator. These procedures shall be developed using the NANC audit framework document and any applicable policy recommendations.
