MGT AND OWNERSHIP OF TOLL FREE DATABASE BY LLC
Editor's Note: I have seen dominant RespOrgs among this group deny subscribers' rights to their toll free numbers in violation of FCC Regulations, and flagrantly ignore recent FCC Rulings. Is this appeal to Own the database, versus Administrate it, a Red Flag?

New York, NY May 20, 2003 (ICB TOLL FREE NEWS) On May 3, 2002, Michael O’Connor of Verizon Communications made a presentation, Management and Ownership of the Centralized Toll Free Database by an LLC* to the FCC North American Numbering Council.

They are recommending that the ownership of the toll-free database be turned over to a neutral LLC, similar they say, to the structure of the NPAC.

However, the most rudimentary glance at the NPAC - http://www.npac.com - welcomes the visitor to a Number Portability Administration Center (NPAC) Service Management System (SMS). This company, NeuStar, would appear to be the administrator of a database it specifically doesn't own.

However, today even NeuStar wants to be in the database commodity business -- RespOrgs are no exception.

There has always been tension, and certainly conflict of interest, for control over toll free numbers. But as subscriber of 1-800-The-Expert (1-800-843-3973) I am granted control over my number and service - a legal status I do not care to relinquish.

So I would like to know more about this LLC's intent --end users need to know - will it impact the toll free subscriber marketplace?

You'll have to keep up with them to find out, because this group is on a fast track. According to an ATIS report, the companies listed below suggested to the NANC that while the rest of the industry waits for a Notice of Proposed Rule Making on this, the LLC could provide oversight on an interim, or even permanent basis.

The companies came asking for an opinion from the NANC, and they are going to get one. Chairman Atkinson agreed to draft a transmittal letter to the FCC, and will circulate it to the NANC members.
