New York, NY May 23, 2003 Yesterday ICB reported on a proposed move to transfer the SMS/800 to the ownership of an LLC, comprised by all appearances of AT&T, ATL, Bell Canada, Bell South, MCI, Qwest, SBC, Sprint, US LEC, Verizon.
It wasn't in the FCC presentation or noted in their ex-parte discussion (or in the follow-up ATIS mail blast), but the SMS/800 website says "Membership in the proposed LLC would be open to all Resp Orgs."
I spoke with lead executive of one of the RespOrgs listed above only a few days ago on this topic, our conversation in particular about the ramifications of too few RespOrgs. "Membership in the proposed LLC would be open to all Resp Orgs" is all she had to say, and didn't.
But no matter, it is revealed now. Below is the SMS/800 posting:
BOCs Plan To Turn Over Management Of Toll-Free Database To Industry-Run- LLC.
Earlier this month, representatives from several telecommunications companies--including the Bell Operating Companies--met with the FCC to recommend that management of the SMS/800 be transferred from the BOCs to an industry-run Limited Liability Corporation. Responsible Organizations are invited to discuss the proposed LLC, issues related to the formation of an LLC, and issues related to transferring management from the BOCs to the LLC. The discussion will take place as part of a SMS/800 Number Administration Committee conference call.
The SNAC call is open to all Resp Orgs, and the members of the SMS/800 Management Team will facilitate the discussion. Resp Orgs are encouraged to participate in the call and to provide input regarding the transfer of management. The SNAC will provide call-in information related to the call as we get closer to the date of the call. A Client Support Bulletin will also be issued. The discussion is tentatively scheduled for June 16.
Representatives from AT&T, ATL, Bell Canada, BellSouth, MCI, Qwest, SBC, Sprint, US LEC, and Verizon met with the FCC to make the recommendation that management of the SMS/800 be transferred to a LLC. An ex parte notification was subsequently filed, and Resp Orgs were sent a copy of the notification along with the newsflash that went out on May 19.
The BOCs originally developed and managed the SMS/800 based on an order from the FCC. However, at an FCC-sponsored forum last year, the BOCs expressed their willingness to withdrawal from their current management role, and the idea of an LLC came to the surface. The industry representatives that met with the FCC believe the management structure for the SMS/800 that would best suit the toll-free industry is one that is defined by the users of the system. Membership in the proposed LLC would be open to all Resp Orgs.
The proposal to have the toll-free database managed by an LLC is modeled in part on the management of the Number Portability Administration Center, which is run by an LLC. The NPAC LLC provides a voice for a variety of segments of the industry and manages the database in a neutral and non-discriminatory manner.
